In the whole life cycle of engineering construction, the economic benefits of the project itself can be improved by controlling the cost accurately and effectively in all directions and in all stages, also can provide the high quality product and the good service for the owner. However, there are many problems in the process of cost control and management, such as unclear ideas and incomplete implementation, therefore, it is very easy to lead to large differences between investment estimates, design budget estimates, construction drawings budget and final accounts of completion, or even the latter exceed the investment estimates, causing the construction unit to suffer losses, this also makes the actual role of cost control and management difficult to play. The whole-process cost management can realize the all-round and whole-process cost management of the project, make the cost and income of the project controllable, and reduce the risk faced by the enterprise.
