The bond lengths of oxygen adsorbed on con4 and con2 are 1.292 Å and 1.295 Å, respectively, which is much higher than that of oxygen in the gas phase (1.230 Å). As we all know, the longer the bond length of oxygen molecules, the smaller the bond energy, so O2 is easier to break and be activated.
