1.SCOPEThis specification covers purchasing requirements for Block and bleed type ball valves and it supplements the purchase descriptions in the purchase orders. These requirements form part of the inquiry and purchase order.2.DEVIATIONSAll deviations should be required HQBJ approval and shall be clearly pointed out in the quotation.12.DESIGN STANDARD12.1.As per API 608 (BS 5351)12.2.Fire safe: Valves shall be certified to have been tested to, and met, all of the performance requirements of API 60712.3.Where no specific applicable design standard exists, the design of all pressure containing valves shall conform to the requirements of ASME B31.3 and ASME B16.34.12.4.Antistatic device is requested12.5.Ball Valves of the SCREW-PIN design is not acceptable13.OVERALL DIMENSIONSFlanged valves shall have face-to-face dimensions in accordance with ASME B16.10, where applicable. Wafer and 3-way ball valves shall have face-to-face dimensions in accordance with Manufacturer’s standard. Any deviation from the specified face-to-face dimensions shall be clearly pointed out in the quotation.14.END CONNECTIONSEnds of flanged valves shall be in accordance with ASME B16.5.For flanged valve should be integral flange with valve. Welded-on flanges are not acceptable without HQCEC approval.15.CONTACT SURFACE FINISHContact surface finish shall be indicated in the valves description in microinches AARH (Arithmetical Average Roughness Height).Flange roughness shall be judged by visual comparison using a Comparator equal to the following: GAR Micro finish Model S-22FLEXITALLIC Microsurf Model 319 MITUTOYO Surftest Model 211.6.1. The contact surface finish shall always be machined serrated concentric (preferred) or spiral. The Manufacturer shall use whatever machining methods, nose radius of tool, and feed rate are required to achieve the specified surface finish.16.SPECIAL REQUIREMENTSWhen the valves, specified "L.O.","L.C.","L.O.C." and "S.C.", shall be supplied as follow:16.1.L.O.: LOCKED OPEN valves, the valve shall have an arrangement to lock the hand wheel in open position.16.2.L.C.: LOCKED CLOSED valves, the valve shall have an arrangement to lock the hand wheel in closed position.16.3.L.O.C.: LOCKED OPEN/CLOSED valves, the valve shall have an arrangement to lock the hand wheel in open and closed position.S.C.: SELF CLOSING VALVES, the valves shall be provided with a spring handle, which ensures that, when manually operated, the valve cannot be inadvertently left in open position.
