Uncle Bao told Duke Huan that Guan Zhong was the only one who wanted to become a overlord. Therefore, Duke Huan put Guan Zhong in the important position, and Bao Shugan was under him, and eventually became a generation of overlord. Later generations praised Duke Huan of Qi as the first of the "five tyrants in the spring and Autumn Period" by praising Duke Huan of Qi for his nine joint princes and Kuang the world. Confucius said: "Duke Huan joined the princes nine times, not with chariots, Guan Zhong's power also."
