Brazil has not yet made full use of its working-age population to develop its human capital and strengthen its social and economic systems. With the decline of the labour force and the increase in the proportion of the elderly population in the total population, the current favourable age structure will begin to change around 2025. Well-funded public pensions have virtually eliminated poverty among older people, while Bolsa families and other social projects have lifted tens of millions of people out of poverty. More than half of Brazil's population is considered middle class, but poverty and income inequality remain high.
