Researchers always focus on blaming the improper behavior of riders, but in some sense, behavior of riders are often determined by the design of management. Actual human behavior, human capabilities and limitations are the external manifestation of the internal function of complex system. When one risk behavior is normal there must be something wrong with the design of management. Prevention of injury, even from quite bizarre behavior, is often codified in new regulations and legislation (Drury and Brill, 1983). The depths reason behind passenger improper behavior for escalator incidents are discussed here.
