The thinking ability of students with mental retardation is lower than that of normal students, so the content and methods of teaching courses are very important for the exercise of emotions, personality and perseverance of students with mental retardation. In this paper, through the design of questionnaires, parents and art teachers in the picture book teaching cognitive and use of the survey, in order to understand the application of today's picture book in art teaching and cognitive degree. Through the teaching experiment, we know that after the picture book is integrated into the art class, the art teaching results of Peizhi class are remarkable. Through the visual impact, Pei Zhisheng can deeply understand the different feelings brought by color, and can also distinguish the level of color, shape knowledge, and enhance the understanding of beauty. Applying picture books to art teaching must have corresponding teaching methods and processes, not blind and rigid implantation. We should not only arouse children's interest and enthusiasm, but also improve their abilities. Therefore, the use of picture books must be supported by detailed application strategies. When applying picture books in fine arts, we must conform to the current students'cognitive law, stimulate students to express, guide and encourage students according to their content of expression. Aiming at the practice of children's picture books in the art classroom for intellectual development, this paper adopts the teaching design method and chooses children's picture books as the application practice of art teaching. The application practice is elaborated from four aspects: the analysis of learning conditions and reading materials, teaching objectives, teaching concepts and methods, teaching process and the display of students'works. This story tells the process of caterpillars turning into butterflies, so dramatic performance and graffiti experiential teaching methods are mainly used in the teaching process. Grasp the concept of "change", through games, graffiti, pasting and other activities; improve the coordination ability of the hand and the whole body, especially the hands and eyes. Through investigation, experiment and participation in the teaching process, we can clearly feel that students'participation in the teaching of picture books is very high in the art curriculum, and can attract students' attention through the interest of pictures, story content, tactile and other aspects, so that students can be more active and feel the sense of fun and achievement personally. In today's art education, the application of picture books in teaching does not have enough recognition. Through previous research, we can also find that most parents know little about Picture Book Education in social cognition, and even some people think that art education is superfluous. In education and teaching cognition, many educators generally believe that picture book art education is "a certain role in promoting", but they can not clearly realize its importance. Only by accumulating experience, discovering the strong advantages of picture book art teaching and training professional and energetic educators, can we lay a strong foundation and prepare for the later wider promotion. It also seeks a broader way for the education of students with mental retardation. The art teaching of picture books plays an important role in the cultivation of students with mental retardation. At present, the lack of social recognition and education and teaching experience has caused some troubles to the art teaching of picture books. As far as the mental retarded students themselves are concerned, although most of them like it, their interest in learning is not as good as expected, which proves that some of them can not accurately express their wishes, or the role of pleasant personality, which is a typical manifestation of inferiority complex.
