当前RNC侧的measurement文件的时间戳都是正确的，但是GOMS侧获取了之后，只使用了RNC在0时区的时间，并没有考虑到RNC本身真实的时区。这个机制我认为是会让客户在使用的过程中产生困惑。我认为GOMS应该使用RNC 正确的当前显示时间。
