Accordingly, a combination of the Interpretive Structural Modeling (ISM) and Decision Making Trail and Evaluation Laboratory (DEMATEL) methods were utilized by (Xie and Liu, 2019) to establish a hierarchical structure of the influencing factors from four aspects proposed by (Al-Sharif, 2006). Although this is a big progress which transfer the research perspective from single factor analysis to the whole picture analysis, the relationships between the factors are determined by experienced experts who understand the interrelationship and degree of importance of all factors. Thus, it is a subjective method which is more suitable in case of lack of data. In the face of a large range of systems, the method is difficult to be used because of the complicated matrices make it difficult for experts to give a reasonable judgment. Additionally, the network established by ISM and DEMATEL is not the actual relationships networks among incidents.
