Land use planning is most closely related to urban planning, village and market town planning. Urban planning, village and market town planning is the comprehensive deployment and specific arrangement for the construction and development of cities, villages and market towns. It is the blueprint for the development of cities, villages and market towns in a certain period and the basis for the construction and management. The master plan of land use at the same level is the overall arrangement of all the land in the whole region where cities, market towns and villages are located. Therefore, in terms of land use, urban planning, village and town planning and land use overall planning are the relationship between part and whole, point and surface. Land use planning is the control of the total amount and use of land, while urban planning, village and town planning is the arrangement of construction layout. The general plans for cities and for market towns and villages shall be in line with the general plans for the utilization of land, and the amount of land used for construction purposes shall not exceed the amount of land used for construction purposes in cities, villages and market towns as defined in the general plans for the utilization of land.
