His report suggested that the United States must lead the way in cooperation in aeronautical science, aviation technology, and military needs if an adequate buffer for mass production was ever to work as he envisioned. “There should be closer cooperation between the designer of the airplanes and accessories and those who will be required to operate the airplanes in time of emergency,” Arnold reported, “for, in the last analysis, the man who operates the machine is the one who knows what he wants, and knows what should be required of a given plane and its accessories.”
