This paper studies the trend of the coordinated evolution of economic and ecological environment coupling in Xi'an, and provides opinions to improve the coupling of the economic and environmental system in Xi'an. Selecting the statistical yearbook data of Xi'an Bureau of Statistics from 2009 to 2018, the change of the development level, coupling degree and coupling coordination of Xi'an economic and environmental system was studied by using the entropy empowerment method, comprehensive evaluation index, coupling degree model and coupling coordination model. The results show that the economic comprehensive evaluation index of Xi'an city is on the rise, the ecological environment comprehensive evaluation index is on the rise, and decreased in 2010 and 2017, the comprehensive economic evaluation index is higher than the comprehensive environmental evaluation index, the economic and environmental coupling degree of Xi'an City is between 0.69-1.00, the overall in the high-quality coordination range, the coupling coordination from 0.39 to 0.9, the overall completion of the transition from good coordination to high-quality coordination. According to the results, the improvement of ecological index should start with industrial wastewater emissions, industrial wastewater treatment, urban sewage treatment and park area, and to maintain stable economic growth should start with the total value of imports and exports, the proportion of tertiary industry and the proportion of secondary industries.
