The Keggin structure is one of the six classic polyoxometallate structures that can be connected to various transition metals and their composites to form a series of new structures with excellent properties. Due to its high variability in structural diversity, morphology, molecular size, and physical and chemical properties, the resulting inorganic-organic hybrid materials show better physical and chemical properties. In this paper, an inorganic-organic hybrid compound {(CoW12O40) [Ag (C6H6N4) 3] 2} · H2O was synthesized by hydrothermal technology using biimidazole as a ligand. Using Fourier infrared spectrometer (IR), X-ray single crystal diffraction (XRD) and powder X-ray diffraction (PXRD) and other means can achieve the structural characteristics of the above compounds. The analysis results show that the compound belongs to the P-1 space group of triclinic system, with unit cell parameters a = 17.835 (5) Å; b = 18.413 (5) Å; c = 27.155 (5) Å; α = 101.673 (0) °; β = 101.422 (0) °; γ = 109.731 (0) °. In addition, in this paper, the fluorescent properties of the compound were also studied, this work broadens the scope of the existing inorganic and organic hybrid compounds
