We have checked everything from our end and the BOM is setup correctly and per factory records all the 11 units were shipped with touch panel. I understand the units still could be shipped with a defect (maybe a defective touch screen) but the issue is not related to CS factory services and we are limited in ways how to help. We checked everything we could from our end and with factory. I believe for this HW related issue it should be handled as warranty claim, DOA, etc. engaging CSR and Customer support for the impacted units.
