随着经济发展与环境保护之间矛盾的日益突出,绿色发展己成为世界各国工业发展的必然选择。在经济发展新常态下,福建省工业发展正处于结构转型升级与动力换挡的重要阶段,同时又面临着节能减排与生态省建设的重任。如何实现工业转型升级与环境保护的“双赢”,己成为福建省实现工业持续发展所面临的重大难题。生态效率是衡量工业和环境协调发展程度的重要指标,提升工业生态效率是促进工业绿色发展的关键。因此,提升福建省工业生态效率,对实现全省工业与环境协调发展以及建设生态文明先行示范区、打造“清新福建”,都具有重要的理论价值和现实意义。本文以福建省九地市为研究对象,以工业生态效率为研究主线,首先针对传统DEA方法的不足,构建基于非期望产出的SBM工业生态效率评价模型以及基于Malmquist-Luenberger指数的动态评价模型;其次,对福建省2008-2018年工业生态效率进行静态评价与动态分解,并利用a-收敛与绝对Q收敛模型检验了福建省工业生态效率的收敛性。同时,在对工业生态效率影响因素的作用机理进行分析的基础上,构建Tobit面板回归分析模型,对其工业生态效率的影响因素开展实证研究:最后,根据实证分析结果,从产业结构、科技创新、对外开放水平、环境规制以及区域发展等五个方面入手,提出了提升福建省工业生态效率的对策建议。
