Under the new normal of economic development, the industrial development of Fujian Province is at <br>an important stage of structural transformation and upgrading and power shifting. At the same time, it is also facing the important task of energy saving, emission reduction and ecological province construction. How to achieve the "win-win" of industrial transformation and upgrading and environmental protection has become a major problem facing Fujian Province in achieving sustainable industrial development. Ecological efficiency is an important indicator to measure the degree of coordinated development of industry and the environment. Improving industrial ecological efficiency is the key to promoting industrial green development. Therefore, improving the industrial ecological efficiency of Fujian Province has important theoretical value and practical significance for realizing the coordinated development of industry and the environment in the whole province, building the first demonstration zone of ecological civilization, and creating a "fresh Fujian". <br>This paper takes nine cities in Fujian Province as the research object, and takes industrial eco-efficiency as the main line of research. First, aiming at the shortcomings of the traditional DEA method, construct an SBM industrial eco-efficiency evaluation model based on undesired output and a dynamic evaluation model based on Malmquist-Luenberger index Secondly, the industrial ecological efficiency of Fujian Province from 2008 to 2018 was statically evaluated and dynamically decomposed, and the a-convergence and absolute Q convergence models were used to test the convergence of industrial ecological efficiency in Fujian Province. At the same time, based on the analysis of the mechanism of industrial eco-efficiency influencing factors, a Tobit panel regression analysis model is constructed to carry out empirical research on the influencing factors of industrial eco-efficiency: Finally, according to the results of the empirical analysis, from the industrial structure, technological innovation , Opening to the outside world, environmental regulation, and regional development, and put forward countermeasures and suggestions to improve the industrial ecological efficiency of Fujian Province.
