In order to study the mechanism of cultural industry on regional economic growth, this article takes Quanzhou as the research object and adopts the research method of grey relational analysis. On the basis of understanding the development status of Quanzhou’s cultural industry and its development opportunities in the context of the “One Belt and One Road” initiative, a grey relational system theory model was established to analyze the path of cultural industry’s influence on Quanzhou’s economy, and to calculate the correlation coefficient of its advantages, and to draw a conclusion on the impact of the cultural industry on Quanzhou’s economy. The indicators of greater economic impact are investment in the cultural industry and the number of employees. On this basis, we made a flexible analysis of Quanzhou’s economy and three major industries, analyzed the sensitivity of Quanzhou’s cultural industry to economic changes, and obtained the conclusion that cultural industries have stimulated Quanzhou’s economic growth. On this basis, we discussed the context of the “Belt and Road” initiative. How to develop and optimize the safeguard measures for the cultural industry to further promote the stimulating effect of Quanzhou’s cultural industry on regional economic development.
