Strengthening the development and management of innovative human resources in an all-round way is based on the system concept and the objective requirements of strategic human resources development. In practice, a systematic human resources development system, or an efficient human resources management platform, should be established. The human resource development work of large state-owned backbone enterprises is divided into four links: talent allocation, talent development, talent motivation and talent culture operation. These four links can be regarded as four subsystems of the human resource development system, which influence each other and cooperate with each other, so as to exert the overall function of the human resource development system of large state-owned backbone enterprises abroad.
