Shangli county: Land acquisition is required for 5 of the total 8 solid waste transferring stations; meanwhile, all these 5 proposed sites involve impacts of forest land and/or road access issues, which implies a considerable time may be needed for related approvals, negotiation and compensation prior to construction. The mission summarized the key challenges of each stations in Annex 2. It is recommended that (a) dedicated staff be assigned to follow up on the land acquisition and community coordination issues for the proposed sites of waste transferring stations. The county PMO should ensure all land and communities concerns are well addressed before contract endorsement by December 31, 2020; and (b) the documents of land pre-approval or land approval to the bank through the PPMO or the external monitoring agency be provided by November 30, 2020; (c) the PMO engage with the key stakeholders at each particular site to confirm related supports and approvals could be obtained before commencement of civil work, for example, the forest land approval, consent of village committees and related villagers.
