It provides a convenient method for the empirical study of the balanced development of the basic education in related fields. The main form of this study is empirical study, and the specific research method is mathematical statistical analysis. For the empirical research on equilibrium and equity, the academic circles calculate some difference index values directly, and few studies explain why these indexes are used and how they are used in practice. This study tries to make up for this defect, by using for reference and absorbing the excellent results of previous studies, the index of difference measurement is described systematically.
